IT maturity Assessment COBIT Project – Scope

Location: Qatar

The project covered a comprehensive, end-to-end assessment of Shared IT Services for a client, focusing on all key functional and operational areas. The scope included evaluation of:

  • IT Governance and Operating Model
  • Enterprise Architecture and Technology Standards
  • IT Service Management and Service Delivery
  • Data Governance, Data Quality, and Business Intelligence
  • Information Security and Risk Management
  • IT Financial Management and Cost Transparency
  • Procurement, Vendor Management, and Contract Optimization
  • Workforce Planning and IT HR Alignment
  • Demand Management, Project Delivery, and Transformation Initiatives

Additionally, the scope involved engaging multiple stakeholders across central functions (IT, HR, Finance, Procurement) and business units, supported by document reviews, system analysis, and operational data assessment to ensure a holistic evaluation.

Consultancy Services for Strategic Review &
Optimization of HICT Contracts

Location: Qatar

Scope of Work

To conduct a strategic review and optimization of all active HICT (Health Information and Communication Technology) contracts. Specifically, the consultancy must:

  • Verify alignment — Confirm that all active contracts are consistent with PHCC's strategic and operational objectives.
  • ROI Assessment — Conduct assessments of return on investment and benefits using available data.
  • Overlap & Inefficiency Detection — Identify areas of overlap and inefficiency within current contractual arrangements.
  • Consolidation Strategy — Propose strategies for consolidation, revised approaches, and overall optimization of contracts.

Context: Client operates a network of 31 primary and community health centers across Qatar, handling over 5 million patient encounters per year. Given the scale of operations, the review aims to ensure their HICT contracts are strategically sound, cost-effective, and non-redundant.
